Resignations

Voluntary resignations are given in writing to the ARSC Chair prior to the next ARSC Meeting. If a Motion of No Confidence has been lodged prior to the voluntary resignation, this motion is still heard at the next ARSC Meeting.

Involuntary resignations may be initiated for the following reasons:

  • Relapse during term of office constitutes an automatic and immediate removal from office
  • Non-attendance at more than one ARSC Meeting per year without apology or without arranging for a Vice or Alt to attend is grounds for a proposal of no confidence. All participants are expected to attend the entire ARSC Meeting. Members are expected to ask leave for absences over one hour, and if absent for more than half of an ARSC Meeting without reason this may count as meeting absence (determined by the Chair).
  • Failure to perform duties and responsibilities, including theft of NA funds, is ground for a proposal of no confidence. In the case of suspected mismanagement of ARSC funds, the ARSC Administration Committee will suspend the participant and appoint a replacement, and will authorise an investigation. The Vice or Assistant will fill the role while the participant is suspended, or the ARSC Vice Chair if none are available. Admin will inform the ARSC of these actions and the outcome of the investigation at the next ARSC prior to any procedures for the removal of members from position or office.

Procedure for removal of members from position or office

A proposal of no confidence must be provided in writing to the ARSC Chair, stating the reasons for the proposal, at least 7 days prior to the next ARSC Meeting.

The ARSC Chair notifies the respondent as soon as possible (within 24 hours) upon receipt of the proposal.

The respondent is given the opportunity for a rebuttal. This is normally provided at the next ARSC Meeting after the proposal has been read.

If in attendance, the respondent leaves the room to allow further discussion.

A closed ballet is taken. All members of the ARSC can participate and vote.

Two thirds majority is required to pass the proposal.

Removal from office due to theft of NA funds

In the case where a respondent is removed from position or office due to theft of NA funds, including ARSC funds, the theft will be referred to relevant authorities, unless the ARSC decides otherwise.

Premature resignations and replacements

If a position becomes vacant, the Vice or Alternate fills that position until a vote of confirmation is taken at the ARSC or until such time that a new office bearer is elected:

  • If the Regional Delegate (RD) position becomes vacant, the Alternate Delegate (AD) acts as RD
  • If a Subcommittee Chair position becomes vacant, the Subcommittee Vice Chair acts as Chair
  • If the ARSC Chair position becomes vacant, the ARSC Vice Chair acts as Chair
  • If the ARSC Secretary position becomes vacant, the Assistant Secretary acts as Secretary

In all other cases the ARSC Admin Committee will decide on a replacement until election is held.

In the case of AD, Vice Chair, Subcommittee Vice Chair, and Assistant Secretary, the ARSC Admin Committee may decide not to have a temporary replacement.
